Commonwealth of Pennsylvania Study

The Commonwealth of Pennsylvania has been a valued BBC client since 2017. Recently, we completed a contracting disparity study for the Commonwealth related to its implementation of its Small Diverse Business and Veteran Business Enterprise Programs. As part of the study, we observed substantial disparities between the participation of small businesses as well as POC-; woman-; veteran-; service-disabled veteran; disabled-; and LGBTQ+-owned businesses in the contracts the Commonwealth awards relative to the estimated availability of those businesses for the organization’s work.

The Commonwealth is using information from the study to continue refining its Small Diverse Business and Veteran Business Enterprise Programs and to potentially expand its use of participation goals in awarding individual contracts. BBC also conducted similar work for the Commonwealth in 2018.
