The Experts Behind Our Work


Expertise
Sameer leads BBC’s Community and Business Equity team. He’s a national expert in studying disparities for small businesses, microbusinesses, and other economically disadvantaged businesses in government contracting. Since 2008, he has conducted more than 75 disparity studies across the country and has helped organizations develop policies and programs to encourage the participation of different groups of disadvantaged businesses in their contracting and procurement. He has also provided litigation support to help defend business development programs, including to the United States Department of Justice. His work has also extended to studying socioeconomic outcomes and disparities in employment, education transit use, and health. He was trained as a social scientist at the Universities of Illinois and Virginia.
Motivation
Sameer’s a first generation American whose parents were small business owners from India. Growing up, he experienced firsthand the difficulties economically disadvantaged people face in operating small businesses and providing for their families. He considers it a privilege to study socioeconomic outcomes for different groups of people and businesses and help build equity in the communities in which BBC works. The satisfaction he gets from his work is enhanced by the fact that he gets to collaborate with the most talented team in the industry, each of whom inspires him to be a better researcher and a better leader.
Passions
Sameer spends most of his free time cooking, having developed a passion for it from his parents. (It doesn’t take much to get him to cook you dinner, so just ask!) He’s also an avid Denver Nuggets fan and all teams Chicago, where he grew up. One of his most cherished pastimes is going to Nuggets games with his daughter, and he’ll keep inviting her as long as she keeps saying yes. (The clock’s ticking though …)

Stephanie is the Head of Projects and Deliverables on BBC’s Community and Business Equity team. Since joining BBC in 2018, she has contributed to more than 30 disparity studies for various organizations across the country to assess outcomes for disadvantaged businesses in government contracting. She has also contributed to the firm’s program development work, helping organizations develop programs and policies to encourage the participation of small businesses, microbusinesses, and disadvantaged businesses in their work. Prior to joining BBC, Stephanie worked for an international non-profit. She strongly believes in the application of research to drive evidence-based practice and brings her project management expertise and research experience to every assignment. Stephanie holds a Bachelor’s degree in Economics from the University of Georgia (Go Dawgs!) and a Master’s degree in International Development from the University of Denver.
Motivation
Stephanie’s experience working in global contexts has given her a deep understanding of the barriers that marginalized communities face, insights she now applies to her work at BBC. She hopes to help level the playing field to ensure that economically disadvantaged businesses have access to the resources, networks, and opportunities they need to thrive. Stephanie believes that socioeconomic equity is paramount to the long-term well-being of different communities and is proud to be part of an organization that applies research to help address such issues and drive meaningful change.
Passions
Outside of work, you can find Stephanie skiing, hiking, climbing in the mountains of Colorado, or spending time with her two dogs, Juniper and Titan, who you can usually hear barking during calls. She also explores her creative side through ceramics, which she finds to be a challenging craft with endless possibilities. Stephanie is also an avid traveler and is always seeking out new adventures and cultural experiences worldwide.


Expertise
Betsy is the Head of Operations on BBC’s Community and Business Equity team. She is an expert in studying government contracting, especially as it relates to any disparate outcomes for small businesses, microbusinesses, and other economically disadvantaged businesses. Her specialties are in community engagement, qualitative data collection and analysis, and developing partnerships with businesses and other stakeholders across the country. Since joining BBC in 2019, Betsy has worked on nearly 50 disparity studies across the country, supporting organizations in refining their current business support programs and developing policies to encourage greater inclusion as part of their contracting. She earned Bachelor’s degrees in Political Science and Public Policy from the University of Denver as well as a Master’s degree in Political Science Research Methodology from the Universitat de Pompeu Fabra.
Motivation
Between Betsy’s grandmother starting her own business cleaning houses and her grandfather working for the state transportation department, she saw the power of small business ownership and state government work as levers to give families economic independence. Knowing that she can support the creation and implementation of policies to give more families that same freedom gives her purpose every day.
Passions
Betsy is an avid crocheter, spending most evenings working on one of her dozens of ongoing projects. When she isn’t crafting, she’s cooking dinner for family and friends, learning new recipes and dreaming up new creations. (Seriously, ask her about her jalapeño popper cheesecake!) Betsy has two cats and a ferret, all three of whom think they’re the most important creature in the world.


Expertise
Will is the head of Data and Analytics on BBC’s Community and Business Equity team. His areas of expertise include econometric analysis and database management. He has contributed substantially to more than 50 disparity studies since 2018 and conducted goal-setting analysis to develop overall aspirational goals for the participation of disadvantaged businesses in government contracting for numerous organizations. He has also conducted various analyses to assess socioeconomic barriers for businesses owned by people of color, women, veterans, people with disabilities, and other disadvantaged businesses throughout the country. Will earned his Master’s degree in International Security at the Korbel School of International Studies at the University of Denver.
Motivation
With a mother who runs a small woman-owned construction photography business, Will is intimately familiar with the barriers woman-owned businesses can face in the construction industry. (As a result of being a one-time employee of this company, he is also familiar with the insides of a water treatment plant. Ask him about it if you’re interested.) He finds motivation in bringing his skills and expertise to bear in advancing equitable outcomes for small businesses, microbusinesses, and other economically disadvantaged businesses in private and public sector contracting opportunities.
Passions
Will spends too much of his free time designing spreadsheets for optimal decision making on subjects as varied as Dungeons and Dragons and Fantasy Football, including spreadsheets for calculating DPR (damage per round) and VOR (value over replacement). You can ask him what those terms mean if you’re ready for a long-winded explanation. He spends the rest of his time hiking, biking, playing racquetball, and looking at old maps.

As an Executive Assistant at BBC, Anna is the orchestrator behind the scenes who ensures the smooth functioning of the team’s day-to-day operations. With a proactive approach and an attention to detail, she plays a critical role in keeping the team running efficiently and effectively. Whether it’s juggling calendars, coordinating logistics, or finding the best way to keep the team’s work (and play) running smoothly, Anna handles it all with a combination of grace, humor, and an eye for what needs to happen next. She holds an honors degree in Anthropology from Wheaton College, where she developed a keen understanding of human behavior and culture. Her background gives her a unique ability to anticipate needs, adapt to shifting priorities, and bring thoughtful solutions to the table, skills that make her exceptional at navigating both the big picture and the smallest—but critical—details.
Motivation
Anna was raised in a family that owned and operated a woman-owned small business in a male-dominated industry. From a young age, she witnessed firsthand the power of resilience, compassion, hard work, and creative problem-solving in achieving success. These formative experiences have shaped Anna’s approach to work and life, instilling in her a strong sense of determination, empathy, and a deep commitment to empowering others. Hard work and resilience are at the core of who she is, and she applies that mindset to everything she does. Anna is also passionate about creating inclusive, supportive spaces where everyone feels engaged. She believes that fairness and equity are non-negotiable, and that belief shapes her approach to her work.

If you ever need something done with precision, a smile, and a dash of flair, Anna is your person. When she’s not at work, you will find her indulging in a few of her favorite pastimes—cooking up a storm, jamming out to live music, or enjoying the great outdoors with her loyal pup, Oliver Cannoli. Whether it’s whipping up a new recipe, getting lost in nature, or rocking out to a favorite band, Anna brings her full heart, zest for life, and contagious energy to everything she does.

Colby is a Data Analyst with BBC. After receiving his Bachelor’s degree in Economics from the University of Northern Colorado, Colby quickly found a home at BBC where he has helped the team conduct disparity studies and other analyses of outcomes for small business, microbusinesses, and economically disadvantaged businesses in government contracting. With extensive background in business management, in depth knowledge of multiple construction trades, as well as experience in grassroot emperorship, Colby focused his academic research at the University of Northern Colorado centered around assessing socioeconomic outcomes for different communities in Colorado.
Motivation
Colby has always been motivated by learning and adapting to his work, and he found a perfect home for that mindset at BBC. Whether it’s learning new quantitative techniques, better understanding a community’s socioeconomic environment, or just listening to insight from his experienced colleagues, he’s always happy to continue learning in the industry. In addition, Colby is also proud to be a part of the process of improving socioeconomic outcomes for different communities nationwide.
Passions
Colby spends most of his free time taking photos and making art, a cherished hobby which was fostered by his creative family. Chances are if he’s not making art, you can find him spending too much money on camera gear, reading, listening to podcasts, or hanging out with his cat Poppy.

Emma is an Operations Manager at BBC. She joined BBC in 2021 as a Data Analyst, focusing on compiling and analyzing data related to government contracting. In her current role, Emma contributes to project planning, process improvements, and training team members in disparity study methodology. She brings attention to detail to ensure that quantitative data is accurate and complete. While at BBC, she has contributed to projects for cities, states, counties, transportation agencies, and other government organizations. Before joining BBC, Emma worked in market research and public policy, with a focus on travel behavior analysis and transportation planning. She earned her Bachelor’s degree in International Studies with a concentration in Economics at the College of Wooster.
Motivation
Emma is passionate about advocating for policies that reduce barriers for small and economically disadvantaged businesses. She strives to ensure that BBC’s analyses are thorough and precise so that government agencies can conduct more outreach to local businesses and make informed decisions about how to increase the accessibility of their contracts and procurements. She believes that supporting small and local businesses will strengthen our communities.
Passions
Outside of work Emma participates in community organizing around local issues such as housing. She grew up in Anchorage, Alaska and enjoys camping and hiking in Colorado. She also likes exploring Denver, cooking, and listening to podcasts, especially those focused on history or pop culture.

Christine joined the BBC team in February 2019 as the firm’s in-house Accountant and Finance Manager. She is a Colorado native and graduated from Metro State University of Denver with a degree in Accounting. Her real-world experience has been in public accounting where she practiced as a tax accountant and is licensed by the IRS as an enrolled agent. In addition, she has worked in the transportation industry and in the non-profit sector with an organization that provides support to disadvantaged and low-income families.

Julie serves as a Technical Writer at BBC. Since 2023, she has helped author more than 10 disparity study reports for organizations across the country. In addition, she leads the writing process for the team’s proposal submissions. Prior to working at BBC, Julie was a writer, editor, and editorial support coordinator at a business-to-business firm within the health care industry. She has more than a decade of experience in news writing, technical writing, and editorial writing roles and has expertise in deliverable quality control and editorial process improvement development. She has a degree in Sociology from the College of Wooster.
Motivation
Julie has an academic background in Sociology and has always been drawn to understanding social structures, inequity, and systemic issues that can impact economic opportunities for historically disadvantaged people. Every day, she puts her technical writing skills to good use on equity research that drives meaningful change in government contracting opportunities and promotes fairer economic outcomes. As a person with a disability, Julie has always been deeply invested in ways to level the playing field for individuals with various types of social or economic disadvantages. She firmly believes that a rising tide lifts all boats, and creating a more equitable business environment can lead to long-term economic prosperity for everyone.
Passions
Outside of work, Julie is an avid hiker and backpacker who strives to take full advantage of Colorado’s incredible nature and enviable weather. (Having spent most of her life in the Midwest, she can’t get enough of Colorado’s winter sunshine.) She also enjoys traveling outside the state to find the best trails and attempts to make one international trek each year. When she’s not walking in the woods, Julie engages in other highly amateur athletic endeavors, such as boxing, climbing, and volleyball.

Juliette is a Project Manager on the Community and Business Inclusion team at BBC, researching small and diverse business programs across the country to assist with policy recommendations. Prior to joining BBC, she explored her passion for equity while working at the Ohio House of Representatives, as an English teacher in France, and in the Vocational Services Department at the Colorado Coalition for the Homeless. Juliette holds a B.A. in Economics and History from the Ohio State University as well as an M.A. in the History of Political Thought and Intellectual History from University College London and Queen Mary University of London.
Motivation
Juliette feels strongly that we have a responsibility to understand and remedy the systemic issues that affect our communities, and she has found a group of likeminded coworkers and mentors at BBC. Though she has thus far been studying the historical origins of economic inequalities in America, she is thrilled to now help organizations move toward inclusion in the present day.
Passions
Outside of work, Juliette can be found baking cakes and pastries or exploring the beautiful Colorado wilderness. She also enjoys singing in various local choirs, hanging out with her cat, Gigi, and running marathons.

Maggie serves as a Data Visualist at BBC. She has more than 10 years of corporate design experience, working with different organizations to crafting internal and external communications, data visualizations, presentations, and training materials. She has managed government report and proposal submission processes from start-to-finish, handling coordination, formatting, editing, logistics, and client follow-up to ensure timely and high-quality submissions. She has a Bachelor’s degree in Mass Communications at the University of Wisconsin-Madison and earned a Master’s degree in Psychology at Harvard University’s Extension School.

Joining the BBC team allowed Maggie to leverage the skills she gained through her educational and professional pursuits and follow her passion for supporting equitable rights and opportunities for women and other disadvantaged groups in America. She believes it is a privilege to be surrounded by her civically-minded coworkers who work tirelessly to create solutions that support small businesses, microbusinesses, and other disadvantaged business across the country.
Passions
Maggie is passionate about—and committed to—being the best mom possible to her son Jack. They enjoy traveling together as well as attending concerts, sporting events, and movies. She is also a life-long learner who loves reading, visiting museums, and experiencing different cultures across the world. She spends her free time skiing in the winter, paddle boarding in the summer, and practicing Pilates year-round. She recently expanded her family to include an adorable Norfolk Terrier/Miniature Poodle named Brody, who brings happiness to everyone he encounters.

Theresa is a Project Manager at BBC, where she leads qualitative data collection and analysis and manages disparity study and program development work to ensure their timely and accurate execution. Prior to joining BBC, she worked as a community organizer, a higher education student services program developer, and a portfolio manager leading corporate social impact partnerships with community partners to close equity gaps in maternal and infant health, youth-led community development, economic opportunity, and education. Her expertise lies in advancing intersectional community voices and designing cross-sector impact strategies to build more equitable systems within different communities. She holds a Master’s in Public Policy and Bachelor’s degrees in Iberian and Latin American Cultures and Public Policy from Stanford University.
Motivation
Theresa is a Colorado-born Mexican American committed to collaboration and representation in democratic systems and is proud to contribute to work that ensures that economic investments are responsive to all people that government organizations are meant to serve.
Passions
In her free time, Theresa loves to try new recipes and read new books. She is happiest exploring the outdoors with her family and her dog, Blueberry.

Kevin is a Data Analyst at BBC. His previous experience includes working as an economic researcher at the White House and mining and analyzing data at a Fortune 500 company. He feels fortunate to be able to leverage his data and statistics skills to research economic outcomes for small businesses, microbusinesses, and disadvantaged businesses, having conducted such work for various government organizations—including the United States Department of Justice—since joining BBC. Kevin completed his studies at the University of Colorado Boulder, attaining a Master’s degree in Applied Mathematics and a Bachelor’s degree in Quantitative Economics and Political Science. His academic research focused on applications of computational statistics and machine learning algorithms to social science problems, such as identifying patterns in foreign aid allocation.
Motivation
Working at BBC has allowed Kevin to use his skillset for a mission about which he is very passionate. As the son of Vietnamese refugees, he deeply understands the social and economic hurdles that people of color and immigrants encounter in America. He believes his work at BBC can advance the pursuit of equity in contracting and procurements. Working alongside some of the brightest and most passionate people he’s known has emboldened Kevin to expand his quantitative expertise and continue to advocate for economically disadvantaged businesses and people.
Passions
Outside of work, Kevin spends his time lifting heavy things, pretending he’s a chef, and being the worst player on the basketball court at any given time. He’s a fan of American football, having played in high school, and tearing his ACL in his senior year is the only reason you’re not watching him play on Sundays (don’t fact check that). Kevin’s also a major nerd, so talking with him about his fixations, including anime, video games, and the NBA, will certainly get you on his good side.

Marjan is a Data Analyst at BBC. She is a skilled statistician and data analyst with expertise in identifying key variables and developing robust multi-response statistical models to drive data-informed decisions. Since joining BBC in 2022, Marjan has been able to leverage her analytical skills in business research and quantitative analysis, particularly as part of disparity studies. She is adept at managing the entire data lifecycle, possessing extensive data comprehension skills, expertise in managing and integrating different data sources effectively, and performing in-depth analyses while automating data workflows. Marjan enhances operational efficiency throughout BBC’s Data and Analytics team. She delivers precise, actionable insights to support the firm’s efforts to advance equity across various business areas. Marjan holds a Bachelor’s degree in Statistics from the University of Tehran and a Master’s degree in Industrial Engineering from the University of Texas at Arlington.
Motivation
Marjan’s journey as an immigrant from Iran, where challenges for women are especially pronounced, fuels her dedication to supporting small businesses, microbusinesses, and other economically disadvantaged business. She knows first-hand the unique obstacles faced by these groups and is deeply motivated to use her expertise to empower them. For Marjan, each project is an opportunity to advance equity and provide essential insights that help such businesses thrive. Her work is enriched by the chance to collaborate with driven individuals who share her commitment to fostering success and inclusion in the business landscape.
Passions
Outside of work, Marjan finds joy in painting, crafting, and gardening—often leaving her hands dotted with little scratches and paint smudges. When she's not immersed in a creative project, she spends time with her family. Balancing creativity with active family time keeps her grounded and inspires her work, bringing the same care and dedication she gives to her art and family into everything she does professionally.

Jade is the Senior Data Manager at BBC and has expertise in database management, econometric analyses, and statistical programming. In addition, she has conducted various cost-benefit analyses and economic impact studies for various government agencies at the local and state levels. Jade earned her Bachelor’s degree in Quantitative Economics and Mathematics from the University of Colorado.
Motivation
Having been one of the few Asian Americans in the town in which she grew up, Jade is very familiar with the social and economic challenges people of color and women face in the United States. As a result of her upbringing, Jade is passionate about studying and understanding the inequality and systemic issues that have led to the social and economic challenges historically marginalized people experience. She finds motivation in applying her skills, knowledge, and experience to create more equitable outcomes for different groups of people in the communities in which she works.
Passions
Having grown up in Colorado, Jade can often be found hiking, camping, or rock climbing in the Colorado mountains. When the weather is too cold for outdoor activities, she can be found climbing at the gym or at home reading a book, spending time with her cats, or perfecting her sourdough bread recipe, which her roommate and friends can’t get enough of. She also enjoys playing Dungeons and Dragons with her friends and her collection of shiny math rocks (dice).

He has also provided research for numerous local governments on the fiscal and economic impacts of real estate development, annexation, and infrastructure investment. In 2025, he stepped back from an active role in managing BBC, but still enjoys providing his support and expertise to the firm’s clients as they need it. Kevin earned his Master’s degree at the LBJ School of Public Affairs at the University of Texas at Austin and is an expert in research design, data management, economic analysis, and policy development.
Motivation
Kevin enjoys working with talented clients and staff members to shed light on public policy and community investments using social science research. He believes in the transformational aspects of business ownership and is proud of the work BBC does to help expand opportunities for economically disadvantaged businesses in government contracting and supporting historically marginalized people become business owners. He is also passionate about helping community leaders understand the true cost and benefits of policy decisions ranging from investment in active transportation infrastructure to changes in land use policy.
Passions
Kevin feels fortunate to live and recreate in Colorado. When he is not supporting his family in their numerous activities, he enjoys camping, rock climbing, skiing, and supporting our region’s many exceptional artists and arts organizations. Kevin grew up in Metro Denver and you may run into him (and his sometimes less enthusiastic family) running errands or admiring public art installations on the growing network of bike infrastructure throughout the region.

Doug co-manages BBC’s Natural Resource Economics team. He’s a regional expert in economic and financial analysis of water resources, public lands, conservation and natural resource uses. Doug joined BBC in 1992 and has served as a BBC Director for the past 29 years. He has presented at conferences and worked on behalf of water management agencies and utilities throughout the Western United States. Current and past clients include the Bureau of Land Management, the Corps of Engineers, the Bureau of Reclamation, the National Park Service, the Colorado Water Conservation Board, the Arizona Department of Water Resources, the Texas Water Development Board, the Wyoming Water Development Commission and others.
Motivation
Growing up in Colorado, Doug has had a passion for the outdoors since a young age and an appreciation for the variety and diversity of communities throughout the Western United States, large and small. Doug has had the pleasure of working with diverse stakeholders on important issues and found that sound research and analysis can help them find common ground concerning the use of natural resources and the protection of the environment.
Passions
Doug enjoys traveling domestically and internationally and hiking, camping, and playing tennis. He is also a voracious reader of both fiction and non-fiction. He is a third generation Colorado resident and has visited almost every corner of the state.

Michael co-manages BBC’s Natural Resource Economics team and also leads the firm’s Economic and Fiscal Impact practice. He is a regional expert in natural resource and environmental economics, including experience on watershed planning, conservation, natural resource management, and real estate development. Michael joined BBC in 2016 and has served as a BBC Director for the past four years. He has presented his work at conferences throughout the world and has published several peer-reviewed journal articles. Current and past clients include the Bureau of Land Management, the USDA Natural Resource Conservation Service, the Wyoming Water Development Commission, the Colorado Water Conservation Board, municipal governments, non-profits, fire protection districts, and other, similar organizations.
Motivation
Michael grew up near Colorado's foothills, where he developed a love for the outdoors. Later, he also discovered a deep interest in economics. By studying natural resource economics, he found a way to unite these two passions. After earning his Ph.D. in Economics, Michael joined BBC to apply his education and experience in working with clients and communities across Colorado and the Western United States, tackling important issues related to natural resource management and environmental protection.
Passions
Michael enjoys sailing, motorcycling, traveling, and spending time with his dog, Apollo, who accompanies him on all his adventures. Most weekends in the summer, Michael and Apollo can be found catching a breeze on their sailboat at Carter Lake. When he’s not spending time afloat, Michael enjoys taking in the views from the top of one of Colorado’s high peaks.

Kel is skilled in quantitative and qualitative research methods, and since joining BBC she has worked with clients such as the Bureau of Land Management, the Bureau of Reclamation, the Colorado Water Conservation Board, the Colorado Lottery, the Kentucky Electric Generation and Transmission Siting Board, private energy developers, and numerous Colorado counties, municipalities, and fire protection districts.
Motivation
Many of Kel’s interests are immersed in the outdoors, and since childhood she has had a love of forests and waterways. Her work combines this appreciation with her experience and expertise in economics, behavioral science, data analysis, and writing.

When he is not supporting his family in their numerous activities, he enjoys camping, rock climbing, skiing, and supporting our region’s many exceptional artists and arts organizations. Kevin grew up in Metro Denver and you may run into him (and his sometimes less enthusiastic family) running errands or admiring public art installations on the growing network of bike infrastructure throughout the region.
