Government of the District of Columbia Study
Overview
BBC worked with DC Government to conduct a census of small businesses located in Washington, D.C. The study provided the organization with information about the concentration of various sizes of small businesses; their locations within different “wards” of Washington, D.C.; their primary lines of work; and other characteristics. We also provided detailed recommendations on how DC Government can best support different subgroups of small businesses in the region. In addition, in 2022, BBC conducted a contracting disparity study for the organization to assess outcomes for POC- and woman-owned businesses in its contracting.
We observed substantial disparities between the participation of those businesses in DC Government contracts and their estimated availability for that work. We then worked with the organization to develop policies and programs to encourage the participation of small businesses, local businesses, and POC- and woman-owned businesses in its contracting, including developing a framework for using race- and gender-based participation goals when awarding contracts in the future.
