Hamilton County, Ohio Study
Overview
BBC conducted a contracting disparity study for Hamilton County, Ohio related to the organization’s Small Business Enterprise (SBE) Program. We analyzed the participation of POC- and woman-owned businesses for the contracts the organization awards and observed substantial disparities between their participation in DC Government contracts and their estimated availability for that work. Based on study results, we recommended that the organization consider using race- and gender-based participation goals in awarding contracts in the future, establishing competitive bidding procedures for a larger number of projects, and setting aside certain contracting opportunities exclusively for small business competition, among many other recommendations.
We subsequently provided post-study support to Hamilton County and helped the organization develop a POC- and woman-owned business program and helped it refine its SBE Program, including the use of innovative measures to encourage the participation of socially and economically disadvantaged businesses in its contracting work.
