LA Metro Transportation Authority Study
Overview
LA Metro has been a valued BBC client since 2007. Recently, we conducted a contracting disparity study for the organization related to its implementation of the Federal Disadvantaged Business Enterprise Program and the various small business programs the organization has in place to support socially and economically disadvantaged businesses interested in performing work on its contracts. As part of the study, we observed substantial disparities between the participation of POC- and woman-owned businesses in the contracts LA Metro awards relative to the estimated availability of those businesses for the organization’s work.
LA Metro used study information to refine the measures it uses to encourage the participation of disadvantaged businesses in its projects and to set an overall aspirational goal for the participation of those businesses in the United States Department of Transportation-funded projects it awards. Following the study, BBC helped LA Metro develop a microbusiness program to encourage the participation of smaller “small businesses” in the organization’s contracts and procurements to address the unique barriers those businesses face in the Los Angeles marketplace. BBC also conducted similar work for LA Metro in 2010 and 2018.
