Ohio Department of Transportation Study

The Ohio Department of Transportation (ODOT) has been a valued BBC client since 2016. BBC evaluated ODOT's Small Business Enterprise (SBE) Program to assess its efficacy in providing small businesses in Ohio with meaningful opportunities to compete for ODOT’s Federal Highway Administration-funded contracts.

Based on study results, BBC recommended that ODOT:

• Simplify SBE certification and establish multiple tiers of SBEs;
• Expand SBE subcontracting goals and refine its SBE set-aside contract selection; and
• Strengthen technical assistance offerings and establish clearer monitoring and reporting procedures.
