State of Indiana Study
Overview
The State of Indiana has been a valued BBC client since 2009. Recently, we conducted a contracting disparity study for the State of Indiana and separate disparity studies for seven state-funded colleges and universities related to their implementations of the State’s Minority, Women, and Veterans Business Enterprises Program. We observed substantial disparities between the participation and availability of POC-, woman-, and veteran-owned businesses in contracts the organizations award relative to the estimated availability of those businesses for the organizations’ work.
We also helped the State update its race- and gender-based participation goals program for the first time in more than 15 years. The organization used study information to refine the measures it uses to encourage the participation of socially and economically disadvantaged businesses in its contracting work and continues to do so. BBC also conducted similar work for the State of Indiana and the seven state-funded colleges and universities in 2010 and 2016.

The WBWG and the State of Colorado used BBC’s research to help evaluate the benefits and costs of using demand management to comply with the State’s Colorado River Compact obligations.
