Service Overview
BBC is the nationwide leader in conducting disparity studies, which assess whether disadvantaged businesses receive an equitable share of government contracts. We use results from our studies to help our clients develop effective and legally defensible contracting inclusion programs. Our work has been recognized by federal courts, the United States Department of Justice, the United States Department of Transportation, the United States Congress, and other national authorities.
Our Expertise
Litigation Support
BBC has an extensive understanding of the legal considerations that an organization has to make when implementing minority- and woman-owned business programs. We have expertise helping clients navigate such legal issues and providing litigation support when necessary. We’ve provided litigation support for several clients, and each time, we’ve helped them successfully defend their programs.
Policy & Research Expertise
BBC’s team of researchers have advanced degrees in public policy, social sciences, and other disciplines related to conducting disparity studies in a manner that meets the highest research, legal, and industry standards. We’ve leveraged that expertise to study business outcomes for minorities, women, and minority- and woman-owned businesses all across the country.
Program Development & Implementation
BBC works with all of our disparity study clients to provide thoughtful recommendations about how to take information from disparity studies to refine or build effective minority- and woman-owned business programs. We’ve helped develop such programs in connection with locally-funded contracting and federally-funded contracting that is subject to the Federal DBE Program.

Project Spotlight
Government of the District of Columbia Study
BBC partnered with the DC Government to conduct a census of small businesses in Washington, D.C., analyzing their size, location, industry, and other key characteristics. Additionally, in 2022, BBC conducted a contracting disparity study, identifying significant gaps in the participation of POC- and woman-owned businesses relative to their availability.

Expertise
Sameer leads BBC’s Community and Business Equity team. He’s a national expert in studying disparities for small businesses, microbusinesses, and other economically disadvantaged businesses in government contracting. Since 2008, he has conducted more than 75 disparity studies across the country and has helped organizations develop policies and programs to encourage the participation of different groups of disadvantaged businesses in their contracting and procurement. He has also provided litigation support to help defend business development programs, including to the United States Department of Justice. His work has also extended to studying socioeconomic outcomes and disparities in employment, education transit use, and health. He was trained as a social scientist at the Universities of Illinois and Virginia.
Motivation
Sameer’s a first generation American whose parents were small business owners from India. Growing up, he experienced firsthand the difficulties economically disadvantaged people face in operating small businesses and providing for their families. He considers it a privilege to study socioeconomic outcomes for different groups of people and businesses and help build equity in the communities in which BBC works. The satisfaction he gets from his work is enhanced by the fact that he gets to collaborate with the most talented team in the industry, each of whom inspires him to be a better researcher and a better leader.
Passions
Sameer spends most of his free time cooking, having developed a passion for it from his parents. (It doesn’t take much to get him to cook you dinner, so just ask!) He’s also an avid Denver Nuggets fan and all teams Chicago, where he grew up. One of his most cherished pastimes is going to Nuggets games with his daughter, and he’ll keep inviting her as long as she keeps saying yes. (The clock’s ticking though …)


Expertise
Stephanie is the Head of Projects and Deliverables on BBC’s Community and Business Equity team. Since joining BBC in 2018, she has contributed to more than 30 disparity studies for various organizations across the country to assess outcomes for disadvantaged businesses in government contracting. She has also contributed to the firm’s program development work, helping organizations develop programs and policies to encourage the participation of small businesses, microbusinesses, and disadvantaged businesses in their work. Prior to joining BBC, Stephanie worked for an international non-profit. She strongly believes in the application of research to drive evidence-based practice and brings her project management expertise and research experience to every assignment. Stephanie holds a Bachelor’s degree in Economics from the University of Georgia (Go Dawgs!) and a Master’s degree in International Development from the University of Denver.
Motivation
Stephanie’s experience working in global contexts has given her a deep understanding of the barriers that marginalized communities face, insights she now applies to her work at BBC. She hopes to help level the playing field to ensure that economically disadvantaged businesses have access to the resources, networks, and opportunities they need to thrive. Stephanie believes that socioeconomic equity is paramount to the long-term well-being of different communities and is proud to be part of an organization that applies research to help address such issues and drive meaningful change.
Passions
Outside of work, you can find Stephanie skiing, hiking, climbing in the mountains of Colorado, or spending time with her two dogs, Juniper and Titan, who you can usually hear barking during calls. She also explores her creative side through ceramics, which she finds to be a challenging craft with endless possibilities. Stephanie is also an avid traveler and is always seeking out new adventures and cultural experiences worldwide.


Expertise
Betsy is the Head of Operations on BBC’s Community and Business Equity team. She is an expert in studying government contracting, especially as it relates to any disparate outcomes for small businesses, microbusinesses, and other economically disadvantaged businesses. Her specialties are in community engagement, qualitative data collection and analysis, and developing partnerships with businesses and other stakeholders across the country. Since joining BBC in 2019, Betsy has worked on nearly 50 disparity studies across the country, supporting organizations in refining their current business support programs and developing policies to encourage greater inclusion as part of their contracting. She earned Bachelor’s degrees in Political Science and Public Policy from the University of Denver as well as a Master’s degree in Political Science Research Methodology from the Universitat de Pompeu Fabra.
Motivation
Between Betsy’s grandmother starting her own business cleaning houses and her grandfather working for the state transportation department, she saw the power of small business ownership and state government work as levers to give families economic independence. Knowing that she can support the creation and implementation of policies to give more families that same freedom gives her purpose every day.
Passions
Betsy is an avid crocheter, spending most evenings working on one of her dozens of ongoing projects. When she isn’t crafting, she’s cooking dinner for family and friends, learning new recipes and dreaming up new creations. (Seriously, ask her about her jalapeño popper cheesecake!) Betsy has two cats and a ferret, all three of whom think they’re the most important creature in the world.


Expertise
Will is the head of Data and Analytics on BBC’s Community and Business Equity team. His areas of expertise include econometric analysis and database management. He has contributed substantially to more than 50 disparity studies since 2018 and conducted goal-setting analysis to develop overall aspirational goals for the participation of disadvantaged businesses in government contracting for numerous organizations. He has also conducted various analyses to assess socioeconomic barriers for businesses owned by people of color, women, veterans, people with disabilities, and other disadvantaged businesses throughout the country. Will earned his Master’s degree in International Security at the Korbel School of International Studies at the University of Denver.
Motivation
With a mother who runs a small woman-owned construction photography business, Will is intimately familiar with the barriers woman-owned businesses can face in the construction industry. (As a result of being a one-time employee of this company, he is also familiar with the insides of a water treatment plant. Ask him about it if you’re interested.) He finds motivation in bringing his skills and expertise to bear in advancing equitable outcomes for small businesses, microbusinesses, and other economically disadvantaged businesses in private and public sector contracting opportunities.
Passions
Will spends too much of his free time designing spreadsheets for optimal decision making on subjects as varied as Dungeons and Dragons and Fantasy Football, including spreadsheets for calculating DPR (damage per round) and VOR (value over replacement). You can ask him what those terms mean if you’re ready for a long-winded explanation. He spends the rest of his time hiking, biking, playing racquetball, and looking at old maps.
