2016 Disparity Study:

Ohio Department of Transportation


BBC conducted a disparity study for the Ohio Department of Transportation (ODOT) to assess the degree to which minority- and woman-owned businesses participate in ODOT’s transportation-related construction and professional services contracts relative to their availability for that work.


As part of that study, we also assessed marketplace conditions throughout Ohio for minorities, women, and minority- and woman-owned businesses in key business areas including human capital, financial capital, business ownership, and business success. BBC completed the ODOT disparity study in 2016.

Disparity Analysis: BBC observed substantial disparities between the participation and availability of minority- and woman-owned businesses for ODOT contracting.  We also observed various barriers in human capital, financial capital, business ownership, and business success throughout the Ohio marketplace.


Goal-Setting: ODOT used information from the disparity study — particularly from the availability analysis — to set its overall goal for DBE participation, per United States Department of Transportation requirements.


Program Refinement: ODOT considered information related to race- and gender-neutral and race- and gender-conscious measures that they could use to better encourage minority- and woman-owned business participation in the future.  It also considered study insights to improve contracting processes and measures.

Results At-A-Glance

The chart below presents disparity analysis results for transportation-related construction and professional services contracts. As shown in the chart, several groups showed substantial disparities between their participation and availability on ODOT contracts (all minority- and woman-owned businesses considered together, Black American-owned businesses, Asian-Pacific American-owned businesses, and Hispanic American-owned businesses).
